City Council to take up BIAs in special Thursday meeting

Windsor City Council will meet Thursday afternoon as the temporary heads of all the City's Business Improvement Associations (BIA).

Council has scheduled a special meeting for 4 p.m. Thursday, where members are expected to sign off on a previously-announced plan to temporarily dissolved the boards of each of Windsor's nine BIAs, then step in to perform the duties for up to 60 days.

"That consideration of the appointment of members to the various Business Improvement Area (BIA) Boards of Management for the term expiring November 14, 2026, be put on hold for up to 60 days to allow for administration to develop for Council’s consideration a set of basic uniform governance and procedural rules, including but not limited to how membership is determined, how elections are conducted, the manner of selecting board members, the resignation of members, the determination of when a member’s seat becomes vacant, the filling of vacancies, how verifications are undertaken, how financial matters are handled," read the agenda for Thursday's meeting.

Council members met in-camera last week to support a motion to temporarily assume the board powers of the BIAs. Ward 9 Councillor Kieran McKenzie was the lone vote against it.

After the special meeting is concluded, council members will then meet to elect a chairperson.

Council said it has also approved the release of an interim payment of 50 per cent of the 2022 levy to support business expenditures approved within the 2022 BIA levy. The City said funds cannot be used to support new projects or initiatives until approval of the 2023 budget by council.
