Good Samaritan helps police nab theft suspect

Windsor police have arrested a man who is accused of attempting to steal a parked vehicle.

Officers responded to a call shortly after 1:30 p.m. Tuesday about a theft in progress. A citizen told police they saw a suspicious male trying to open the doors of numerous vehicles in the lot at Wyandotte Street West at Church Street. The man was then seen entering one of the vehicles.

Police arrested a man as he was getting out of the vehicle. It's alleged he had stolen property on him.

Joseph Dwyer, 26, of Windsor is charged with theft under $5,000, possession of stolen property, and breach of probation. These charges have not been proven in court.
