Province promises no cuts to Windsor partnership funding

The Ministry of Finance said Windsor is getting the same level of funding from the Ontario Municipal Partnership Fund (OMPF) as last year.

In 2018, Windsor received $22.8 million from OMPF.

Finance Minister Vic Fideli sent a letter to the heads of municipal councils on February 13, which provided an update on the 2019 funding.

"We recognize the importance of the fund for our communities. Recognizing that we are already well into the municipal budget year, the government will be maintaining the current structure of the OMPF for 2019, as well as Transitional Assistance," said Scott Blodgett, the senior media relations advisor for the Ministry of Finance. "This means that the program and funding will remain virtually the same as in 2018, while allowing for annual data updates and related adjustments."

This year's allocation notices with funding details for each municipality, along with supporting material, will be available in mid-March.

"We heard the concerns of municipalities and that is why we are now providing the certainty they need to begin finalizing their budgets," Blodgett added.

"We respect our municipal partners and remain committed to listening and working together constructively to find smarter and more efficient ways to make life better for our communities," Blodgett said. "In the coming months, we will continue to consult with municipalities to ensure the OMPF program is sustainable and focused on northern and rural municipalities that need this funding the most."

OMPF funding remains a critical provincial funding program for many communities and has a big impact on local property taxes.

The Association of Municipalities of Ontario said a one per cent property tax increase raises just $50,000 for almost half of Ontario’s municipal governments.

The OMPF fund provides unconditional operating support from the province to municipal governments.
