SIU unable to find complainant, investigation dropped

An investigation into the actions of Windsor police officers during an arrest on Chatham Street East will not be moving forward.

On October 23, police officers found a suspect inside a business at around 1 a.m. and arrested him after a struggle. Back at the police station, the suspect complained of pain and was taken to the hospital for treatment.

Ontario's Special Investigations Unit (SIU) was then notified by police due to the injury and investigators invoked their mandate.

The SIU was able to speak with man's family and others associated with him but were never able to find the suspect himself. The man relayed a message through his associates that he did not wish to provide investigators with a statement. He also did not agree to have information about his injuries given to investigators.

"The man refused to cooperate with the SIU investigation," said Director Tony Loparco. "Accordingly, I have terminated the investigation into this incident."

The SIU investigates incidents involving police that have resulted in death, serious injury or allegations of sexual assault.
