Man Arrested on Indecency Charges

A 55-year-old Windsor man is facing charges of public indecency.

Windsor Police arrested Thomas MacDonald on Wednesday. He has been charged with two counts of committing an indecent act in a public place and five counts of breach of a prior recognizance condition.

Police say two men were walking in the parking lot of Devonshire Mall on Wednesday and noticed the suspect standing next to his vehicle, nude from the waist down, committing the indecent act. When the suspect realized he was being watched, police say he allegedly drove to another area of the mall parking lot and did it again.

Investigators believe the suspect is responsible for two similar incidents in the Devonshire Mall lot, one on July 21 and the other on July 1. Police say both of those incidents were witnessed by the same woman.

MacDonald is believed to be responsible for all three incidents, according to the WPS Major Crimes Division. He had been entered into a recognizance of bail agreement in March following yet another incident, but with the conditions that he stay fully clothed while outside his residence and that he stay away from Devonshire Mall.
