UPDATE: Man Arrested After UK Concert Explosion

A pair of victims from the Manchester concert bombing have been identified.

Runshaw College in Leyland -- just northwest of Manchester -- says 18-year-old Georgina Callander, who was in her second year of her Health and Social Care course, was killed in the attack.

An 8-year-old girl is also among the casualties. Authorities have confirmed that Saffie Rose Roussos, who was previously reported missing after the attack, has been confirmed dead.

The Islamic State group has claimed responsibility for the bombing that killed 22 people and injured more than 50 others.

ISIS says one of its members planted bombs in the middle of the crowds.

British police have arrested a 23-year-old man in Manchester in connection with the attack.

The incident took place at Manchester Arena soon after an Ariana Grande show ended.

Officials with Manchester Arena say the explosion took place outside the building in a public area. Amateur video and photos appearing on social media shows people moving toward the exits after the explosion was heard.

Although terrorism has not been confirmed, police are treating the incident as a terrorist attack until the investigation rules it out.

The BBC reported that a suspicious bag was found not far from where the explosion took place. The bag underwent a controlled explosion by police and was deemed safe, containing only someone's clothing.

Due to the magnitude of the incident, the Greater Manchester Police have set up a casualty bureau. Grande's music is geared toward a younger audience and many children and teens were at the concert. Some were taken to a nearby hotel to remain until they were reunited with family. Loved ones of people believed to be at the concert have begun circulating photos on social media, in the hopes that the person will contact them or someone may recognize them.

A spokesperson for Grande says that the singer was not hurt.

The U.S. Department of Homeland Security says there have been no credible threats against concert or sports venues in the United States, but they are working with the British government to gather information on the Manchester incident.
