Limiting Panhandling Bylaws Investigated
City of Windsor councillors want to continue to investigate ways to limit panhandling downtown and throughout the city.
They are particularly interested in portions of Vancouver’s bylaw which prohibits panhandling within 10 meters of banks or ATMs and sitting in the street or sidewalk which impedes the convenient flow of traffic.
Councillor Drew Dilkens says there are still a few considerations to consider before the city drafts any new bylaws. “I would ask that we refer this back to administration to come back with a response as it relates to time of day and perhaps when we have that information we will be prepared to consider moving forward.”
City solicitor Shelby Askin Hager will research if prohibiting panhandling to a certain time of day is a violation of constitutionally-protected rights according to precedence set in other jurisdictions.
