New Dog Tethering BylawMay 21, 2014 9:41am
Tethering your dog for longer than four hours in the City of Windsor could soon be against city bylaws.
City councillors approved the bylaw in principle subject to negotiations of a contract with the Windsor-Essex Humane Society for enforcement.
Executive Director of the Humane Society Melanie Coulter says keeping a dog tied on a leash for long period of times is neglect and leads to aggressive behaviour. “Chained dogs are more likely to bite and that’s because they get territorial, they get stressed. They are often limited because dogs that are left on chains are often not just left on chains for four hours they’re left on chains for 24 hours, seven days a week.”
In Essex County, the only municipality to have a similar bylaw is the Town of Essex, both Kingsville and Leamington are also studying the issue.
