The Downtown Windsor Business Improvement Association is examining its options after the Windsor-Detroit Tunnel Commission announced it was hanging on to a $15,000 grant.

The tunnel commission says it will use the cash instead on its own improvements, but BIA chair Larry Horwitz says his organization has come to rely on the money and he hopes the commission reconsiders.

Calling it unfair for small businesses downtown, Horwitz says that money will have to come from somewhere. “Obviously you have to look at every area. Money doesn’t appear magically,” he says. “Things such as trying to lower budgets, lower expenses, cut out programming or raise the levy, which we haven’t done in ten years.”

Levies from members of the DWBIA support a number of programs including cleanups, safety initiatives, facade improvement programs and future development.
