Blackwell Road residents call for improved safety

City staff have been asked to explore safety options for pedestrians and bicycles on Blackwell Road.

Resident Scott Kember, representing himself and neighbours, said what used to be considered a more rural roadway, has changed drastically with new residential development.

"For cyclists, runners, or for families, it's not safe," said Kember. "There's no shoulders on the road, as you know. Lots of areas there's not even an unpaved shoulder on the road. There's no sidewalks. There's poor lighting in the areas near Blackwell Side Road, as well as near Modeland Road, and near Telfer as well."

He said traffic regularly is travelling over 70 kilometres per hour.

"It's also a frequently used emergency route. I would never allow my children to walk to school, or even to a neighbours house at this point. Large groups of bikers often frequent this road as well. The Bluewater Granfondo does practice rides Monday, Wednesday and Friday."

Kember recommends improved lighting, grass cutting on the shoulders and new signage to start.

In the future he recommends; more access to the Howard Watson Nature Trail, reducing the speed limit to 40 kilometres per hour, paved shoulders or sidewalks.

Sarnia's General Manager of Engineering and Operations David Jackson asked council for time to investigate the issues.

"We'd like the opportunity to report back at a future meeting, and we can outline options to address each of those suggestions," said Jackson. "Cost, timeline, those kinds of things."

Councillor Anne Marie Gillis asked if a community zone could be created to automatically reduce the speed.

"That is an option, and we can bring those options back," said Jackson.

Jackson said he could prepare a report for the April council meeting.
