City councillor's misconduct allegation against police chief dismissed

Sarnia's police services board has dismissed a city councillor's misconduct allegation against the city police chief.

Nathan Colquhoun filed a complaint against Norm Hansen with the Office of the Independent Police Review Director, the civilian body that oversees complaints about police.

Colquhoun said he took the action after the chief filed an integrity commissioner complaint against him, allegedly for pressing for answers to questions about the department's handling of the Jaime McCabe-Wyville case.

Mayor Mike Bradley, the chair of the police services board, says the board unanimously agreed the complaint does not warrant further investigation.

"The complaint did not come close to the standard of proof, we felt, that would be related to misconduct, it simply was not there," said Bradley. "The individual, if he doesn't agree with the decision of the board, can take it into the courts and ask for a judicial review."

Mayor Bradley said Sarnia has a good high calibre police board that includes a former justice of the peace, an engineer and an educator. He added the board members had to deal with challenging procedural restrictions.

"The board is not allowed to gather evidence, not allowed to interview the chief who is the subject of the complaint, it just doesn't seem like natural justice. However, we worked within those rules and the board took a lot of time and effort to review the information provided by the councillor. We did not feel it met anywhere close to the standard that would result in an investigation into misconduct."

Colquhoun said previously that Integrity Commissioner Paul Watson dismissed Chief Hansen's complaint against him.

McCabe-Wyville is the Staff Sgt. who alleges she was criminally harassed and assaulted by a fellow officer.
