The Sarnia-Lambton Children's Aid Society improved upon the provincial average for the number of days children and youth spent in group care.
Key performance indicators, released to the public for the first time, show the number of days decrease from 24% to 9% within three years.
The provincial average is 13%.
Executive Director Dawn Flegel says as their legal guardian, the agency believe the 125 children and youth in care need families not group care.
"That's showing a lot of success and we're hearing directly from youth that is their preference and they actually do better when they live with a family with more supports built around them."
The key performance indicators also showed children and youth coming into foster care are leaving quicker.
A total of 64 local children and youth entered care in the 2013/14 fiscal year, with 88% of them returning to family care within a year's time.
