Wellington North is struggling with finding a balance between keeping taxes down and carrying out important capital work such as roads and rural broadband.
In order to keep the tax increase at zero per cent in 2021, it will take a 25 per cent decrease in capital spending or $1.75 million compared to 2020.
Wellington North Mayor Andy Lennox said a zero tax increase may be a little extreme, but it will be up to council to decide which capital projects can be put on hold and which need to be completed in 2021.
