Improvements eyed for several municipal lots

If you think there are a couple of municipal parking lots in Chatham-Kent that are due for repairs, some might be on the way.

Chatham-Kent municipal staff is requesting that council approve nearly $1.2-million worth of improvements for seven lots.

According to the staff report, the Engineering and Transportation Division compiled a list of approximately 100 municipal parking lots in most need of repair or rehabilitation based on previous evaluations as well as on-site reviews.

Selected this year for improvements, based on a weighted matrix system and the estimated costs for improving each lot, the following municipal lots are up for repairs:

- Municipal Lot 5, 12, 13 and 9 in Chatham

- The Chatham Courthouse lot

- Dresden Pool lot

- Wallaceburg Public Work's Garage

"The parking lots were selected based on their overall ranking, cost estimate, and in consultation with other municipal departments including Public Works, Parks, Recreation & Cemeteries and Building Maintenance. Any conflicts with other infrastructure projects were identified and the list was adjusted accordingly," read the staff report. "The contract will include various types of rehabilitation including, full depth asphalt resurfacing, concrete curb work, catch basin and storm sewer improvements and line painting."

According to the report, the Public Works Wallaceburg Garage will require a significant amount of preliminary work prior to resurfacing. This work includes drainage and base improvements, regrading and compaction prior to asphalt placement.

The project would be funded through the 2022 Parking Lot Lifecycle Reserve, the Courthouse Lifecycle Reserve and the Streetlight Lifecycle Reserve.

"Due to contributing factors from the COVID-19 pandemic, inflation, supply and demand pressures and various changes in construction regulations, the construction industry is experiencing an overall increase in costs for goods and services," the reported stated. "The costs for the substantial items in this tender are approximately 20-30per cent higher compared to the previous year."

Staff is recommending that the project be awarded to Clarke Construction Inc., which put forward the lowest compliant tender bid.
