UPDATE: CK road repairs up for approval

Several roadways in Chatham-Kent will officially be getting some upgrades. 

During Monday's meeting, council approved both tenders for the hot-mix and fibre-reinforced asphalt resurfacing and for the cold in-place recycling and full-depth reclamation.

Roadways across Chatham-Kent could be in for $11-million worth of upgrades.

In a report coming to council Monday night, staff is recommending that a $7.8-million contract be awarded to Huron Construction Company for hot-mix and fibre reinforced asphalt resurfacing.

The municipal engineering department previously completed trial sections of fibre-reinforced asphalt pavement. According to the staff report, the method will increase the service life of roadways and lower future lifecycle costs.

"Engineering believes it would be advantageous to continue using this innovative technology," stated the report. "We will continue to monitor each of the road sections utilizing fibre reinforcement to determine if the product meets our expectations."

If approved, a total of 59 different sections of roadways in communities across Chatham-Kent would be repaved.

Roads chosen for improvements were identified, reviewed, and prioritized by engineering staff and through consultation with the Public Works Department.

"Road segment selections are based on rehabilitation history, pavement condition ratings and field inspection to confirm their suitability," the report stated.

The $7.8-million contract provides for the supply, hauling, and placement of the asphalt.

The total project costs will be funded from the 2021 Roads Lifecycle Reserve, which includes funds under the Ontario Community Infrastructure Fund.

Meanwhile, municipal staff is also recommending the approval of a separate $3.3-million contract with Huron Construction Company to rehabilitate three sections of roadways in Chatham-Kent using a different process, known as cold in-place recycling and full-depth reclamation with expanded asphalt material.

"Full-depth reclamation combined with cold in-place recycling provides a number of benefits over other reconstruction methods," the report stated. "The process can rehabilitate pavement exhibiting age, thermal, fatigue and reduce reflective cracking. It also has been found to be cost effective by recycling 100 per cent of the existing road."

If approved, work will occur on Communication Road from Highway 401 to Drury Line and Front Line from Kent Bridge Road to Mull Road in Blenheim as well as Middle Line from the west limit of Merlin to Valetta Road in Tilbury.

Projects costs will be funded from the 2021 Roads Lifecycle Reserve, which includes funds under the Association of Municipalities of Ontario Federal Transfers of Federal Gas Tax Funding Agreement.
