OSPCA Steps Away From Animal Control Role

The Ontario Society for the Prevention of Cruelty to Animals (OSPCA) is taking a back seat in animal control operations in Chatham-Kent.

The group is not renewing its contract with the municipality, so CK is considering two other animal rights groups to take over in Chatham and West Kent. The current contract expires November 11.

The search has come down to a choice between Pet and Wildlife Rescue (PAWR) and the Sarnia District Humane Society.

"Obviously we're considering cost," says Municipal Clerk Judy Smith. "We also look at the experience they have, their references and equipment, as well as the governance of their particular boards."

Staff are recommending council endorse PAWR as Chatham's new animal control team. Signing them to a contract that would last until 2018 would cost the municipality $627,200.52.

The winning contractors will also have access to Chatham-Kent's animal shelter at 405 Park Ave. E. While the OSPCA will remain active at the site, Smith adds it will be in a different capacity.

"It's our understanding the OSPCA will have a smaller but continued presence in Chatham-Kent, as it fulfills its legislative authority to respond to allegations of animal cruelty," says Smith. "Chatham-Kent would continue to partner with the OSPCA in that regard."

Chatham-Kent Council will vote on Chatham and Ward 2's new animal control contractor during their Monday night meeting.
