The 22-year-old driver of the car is charged with dangerous operation of a motor vehicle causing death and criminal negligence causing death. Police believe the suspect was driving distracted at the time of the crash, and are investigating if alcohol was a factor.

The E.C. Row was closed from the time of the incident until 3:30pm, Wednesday.
