Pelissier Parking Garage Development Wanted

City administration is testing the waters to see if anyone is interested in developing the ground level of the Pelissier St. parking garage in downtown Windsor.

A developer interested in renovating, maintaining and operating the commercial units will need to submit an expression of interest.

Mayor Drew Dilkens says it's a simple process.

"Clearly there has to be some remediation work done on that commercial space, which is the entire reason why the city put it out for an expression of interest in the first place," he says. "It's really a blue sky opportunity for anyone to come forward -- any person, organization, corporation."

The project requires a "considerable" amount of money to bring things up to par, the city says.

"We're willing to be partners there and find a way to make it work so it's good for everyone," Dilkens says.

Anyone interested should have experience, a concept and renovation plan, an overall business case, financial backing and revenue sharing.

"It has to be a proponent that actually has the ability to pull off what they say they're going to pull off," says Dilkens.

At one point, the Downtown Windsor Business Improvement Association wanted to take control of the building. The plan made way eight new stores and speding $2-million to renovate.
