Sarnia Lambton Chamber of Commerce President Rory Ring is giving yesterday's federal budget an "eight out of ten."
Overall, he's pleased despite Finance Minister Joe Oliver draining $2-billion from a contingency fund in order to project a $1.4-billion surplus for this fiscal year.

Ring was especially pleased with a promise to lower taxes for small businesses from 11 per cent to 9 per cent by 2019.
He also likes that there's new money for training and education programs to fill existing labour market gaps.
