The Ministry of Labour has concluded its investigation into the drowning death of a fire training student in the Saugeen River near Hanover.
Adam Brunt was involved in an ice rescue exercise on February 9 of last year.
He got caught under the ice in freezing water and drowned.
A private company, Herschel Rescue Training Systems, was conducting the exersice.
The Ministry says no charges will be laid, mostly due to the fact that Brunt was a student trainee, and not a worker, so it is not within their jurisdiction.
Hanover police did not lay any charges in connection with the death.
A provincial review of regulations for training programs is underway.
