Wellington North suspects an out-of-town tanker truck has been helping itself to municipal water.
Mayor Andy Lennox says the town beleives that a lawn seeding company simply hooked up to a fire hydrant.
Wellington North decided against placing locks on the fire hydrants because the locks are expensive and the incidence of water theft is still rare.
The locks might also slow down access to the hydrants by firefighters.
