Police Foil Murder-Kidnap Plot

A plot to allegedly kidnap and murder two local women was foiled by Windsor police before it could begin.

It started on July 23 when an outside agency found photos posted online of two local girls, ages 17 and 20. Windsor police was notified when the post detailed a plan to kidnap and kill the women.

An undercover officer began chatting with the suspect online, who eventually gained his trust.

"At one point (he) agreed to meet with the undercover officer and he had a plan about kidnapping, abducting these two women and taking them to a remote area, eventually disposing of them," D'Asti says. "Those were his words."

Police say the suspect and undercover officer met at a store to purchase products related to a break-and-enter, which he planned to do when the victims weren't home.

"His purpose in this was to gather intelligence in relation to the 17-year-old and the 20-year-old," D'Asti says.

On Saturday the suspect told the undercover officer he would be breaking into the victims' house. Before the crime could take place, police arrested 27-year-old Peter Bandulj as he left his home. He remains in custody.

His residence is being combed through as police execute a search warrant. "They're gathering information, computers and storage devices at this time," says D'Asti, adding that investigators will use this to try and identify a motive.

Bandulj has been charged with two counts of conspiracy to commit murder and three counts of conspiracy to commit and indictable offence in relation to break and enter and kidnapping.

He's due in court on Wednesday for a bail hearing.
