Windsor Cop Charges Made Public

Charges against suspended Windsor Police Service Constable David Bshouty have been made public. The Police Act charges were laid last September, but were read out loud during a teleconference Wednesday.

The charges stem from four separate files, the first one being Bshouty's arrest in the U.S. on April 12. He is facing four counts of discreditable conduct for allegedly smuggling crack cocaine into the U.S. Those charges were later dismissed for insufficient evidence.

The Windsor Police Service Professional Standards Branch says narcotics were also allegedly found in Bshouty's locker. For that incident, he's facing one count of discreditable conduct, three counts of neglect of duty and one corrupt practice charge.  Following his arrest and release by U.S. authorities, Chief Al Frederick ordered Bshouty to sign-in with the Professional Standards Branch every morning. It's alleged he missed the first two days, resulting in one charge of insubordination.

Bshouty is also facing one charge of deceit and one charge of discreditable conduct for failing to disclose complete background information prior to being hired. Officials won't comment further, but say it's a "significant omission."

On March 9 Bshouty was arrested by Windsor police and charged with trafficking a controlled substance. The Professional Standards Branch says it is still investigating to see if any Police Act charges will be laid in that case.

The Police Act charges are scheduled to be heard on June 3 with trial dates set to start in August. None of these allegations have been proven in court. Bshouty remains suspended with pay.
